Went to the meeting last night.  100+ people showed up.  Mainly just a slide show given by Lake Mgr. Michael Kinard to explain a little Lavon history, land definitions, etc. and the timeline for creating the Master Plan.  The current plan is 40 years old and way overdue for a revision.  They are taking public comments for 30 days but last night was not a Q&A group session, only a presentation.  They did take questions afterwards in breakout areas.  The new plan is mainly for land planning, not water since that's controlled by government.  Some points I got out of it that were briefly discussed:

1. The road over the dam will never be re-opened.  Closed for security after 9-1-1 and now in bad shape and needs repair, widening, etc. and no money to do that.
2. No boat personal boat docks will ever be allowed on Lavon.
3. The plan will not address roads, bridges, etc. but will address possible resorts, marinas, utility right-of-ways.
4. Lavon supplies water to 1.6 million people.  There's been a 50+ percent population increase in Collin and Rockwall counties from 2000-2010.

There will be a public meeting appx. Jan 2016 to discuss the proposed plan and the plan implemented 6-8 months after that.

The presentation can be found at www.swf.usace.army.mil/About/LakesandRecreationInformation/MasterPlanUpdates.aspx and comments can be emailed to them for 30 days so speak up now!  Email Ryan Shackelford at lavonlakemp@usace.army.mil

I was hoping for more info but understand they are at the beginning stages of this.  At least they are finally addressing it.
